Hamadoun Touré - Biography
Executive Secretary of Smart Africa, Rwanda
Hamadoun was Secretary General of the International Telecommunication Union (ITU), the specialized agency of the United Nations dedicated to information and communication technologies from 2007 to 2014. As such he was Member of the UN Chief Executive Board (CEB) and served as Chairman of the UN ICT Network. He was the founding member of the Broadband Commission for Digital Development and served as co-vice chair until his retirement from ITU. He was previously Elected Director of the BDT (ITU), a post he occupied from Jan. 1999 to Dec. 2006 until his election as Secretary General. He has also had a distinguished career in the satellite industry. He was Member of the Advisory Board of the International Multilateral Partnership Against Cyber Threats (IMPACT) until Dec 2014. Dr Toure holds a Master’s Degree in Electrical Engineering from the Telecommunications Institute of St-Petersburg (Russian Federation) and a PhD in Electrical Engineering from the University of Informatics and Telecoms of Moscow (Russian Federation). Dr Toure was awarded Honorary Doctorates Degrees from several Universities as well as National Medals of recognition from several Countries around the world. In October 2015 Hamadoun Toure was appointed as Founding Executive Director of SMART Africa Alliance and he took office in January 2016 in Kigali, Rwanda.
Gilles Betis - Biography
CEO, OrbiCité, France
Gilles Betis is the CEO of OrbiCité, a French company that supports local authorities, companies, startups, associations and foundations in the development of smart cities. He was chair and co-founder of the IEEE Smart Cities Initiative. During more than 20 years, Gilles Betis has been involved in Thales (France) in the design of complex systems, first in the field of military air defence and then in transportation systems. Then he joined EIT Digital, creating and leading the Digital Cities Action Line. He has an extensive industrial experience in e-ticketing, road tolling, passenger information, integrated communication and supervision, anytime in an international and multi-industrial environment. Holding positions of product line manager, marketing manager and solution leader, he has been constantly involved with prospective, innovation and product design matters. Through a holistic systemic approach, his goal is always to link up emerging behaviours and societal needs to innovative technological solutions, allowing a smooth adoption by final users. Gilles Betis is an engineer graduated in 1987 from École Supérieure d'Electricité (France).
Seifedine Kadry - Biography
Beirut Arab University, Lebanon
Seifedine Kadry, PhD, has been a Professor with Beirut Arab University since 2017. He serves as Editor-in-Chief of the Research Journal of Mathematics and Statistics and the ARPN Journal of Systems and Software. He worked as Head of Software Support and Analysis Unit of First National Bank where he designed and implemented the data warehouse and business intelligence. In addition, he has published several books and is the author of more than 100 papers on applied math, computer science, and stochastic systems in peer-reviewed journals. At present his research focuses on smart learning in smart cities, social network analysis, and E-systems. He received a PhD in computing 2007 from the Blaise Pascal University (Clermont-II) -Clermont-Ferrand in France and his HdR(Habilitation) in 2017 from Rouen university, France. He is an IET Fellow and an IEEE senior member.
The ICSCC'18 – 1st International Conference on Smart Cities and Communities aims on bringing together researchers from various disciplines in order to discuss and contribute to shape a new scientific and cultural paradigm for African cities and communities.

We are pleased to invite you to submit your papers to ICSCC’18. All submissions will be reviewed on the basis of relevance, originality, importance and clarity.
The 1st International Conference on Smart City and communities 2018 (ICSCC 2018) will include a highly selective program of technical papers, accompanied by panel discussions and keynote presentations. We welcome high quality papers that describe original and unpublished research papers addressing the real issues, challenges and needs in building smart cities for now and future on the following technical areas of (but not limited to) smart cities and communities.
Prospective authors are invited to contribute high-quality original papers via the EDAS submission site. All submitted papers must be unpublished and not considered elsewhere for publication. The papers should be written in English and formatted according to IEEE conference template.
To encourage authors to submit their best work to the conference and to reduce unnecessary burden on the reviewers, we limit each individual to submit as author or co-author on no more than 3 papers. Authors of co-authored submissions are jointly responsible for respecting this policy. In case of violations, only the first three submissions (in order of submission number) will be sent for review.
Conference content will be submitted for inclusion into IEEE Xplore as well as other Abstracting and Indexing (A&I) databases.
Paper contests will include a Conference Best Paper Award and a Best Student Paper Award.
The following type of submissions will be considered:
Submitted papers must be written in English, must not have been published before, not be under review for any other conference or publication and not include any information leading to the authors’ identification. Therefore, the authors’ names, affiliations and bibliographic references should not be included in the version for evaluation by the Program Committee. This information should only be included in the camera-ready version, saved in Word or Latex format and also in PDF format. These files must be accompanied by the Consent to Publication form filled out, in a ZIP file, and uploaded at the conference management system.
All papers will be subjected to a “double-blind review” by at least three members of the Program Committee.
The best poster submissions will be invited to give short presentations in a session during the main conference.
